April 20, 2026: Northern Border Regional Commission Environmental Review Finding of No Significant Impact (FONSI)

NOTICE OF AVAILABILITY

The Northern Border Regional Commission (NBRC) has independently reviewed the Environmental Review (ER) prepared by Haley Ward Inc. for the Town of Jonesport Henry Point Working Waterfront.   The ER was completed on September 18, 2025 with a Finding of No Significant Impact (FONSI) hereinafter referred to as the 2025 ER.

Haley Ward Inc., conducted this review on behalf of The Town of Jonesport and the U.S. Department of Housing and Urban Development (HUD) Economic Development Initiative/Community Project Funding (EDI/CPF) in compliance with 24 CFR 50.4, 54.8. and 58.6 Laws and Authorities and Part 58 as required by Executive Order 11988 and 11990.

NBRC has determined that the proposed action analyzed in the 2025 ER adequately covers the proposed action under consideration by NBRC, and that the information and analysis presented in the 2025 ER are accurate and sufficient.  NBRC has chosen to adopt the 2025 ER prepared by Haley Ward, Inc. for the proposed action.  Adoption of another agency’s final environmental review is permissible under 42 U.S.C. § 4336a(f) for the purpose of eliminating duplication.

GRANTEE: Town of Jonesport

PROJECT TITLE: Henry Point Working Waterfront Project

LOCATION: Campground Road, Jonesport, Maine

 

Project Description: NBRC’s proposed action would support construction of a commercial working waterfront facility at Henry Point, including a boat launch, parking, and floating docks. This initiative will enhance economic resilience and access to deep water and will support infrastructure, fisheries, and rural economic development.

 

Findings and Adoption of the Environmental Review: Based on the analysis presented in the 2025 ER, NBRC has determined that funding the Henry Point Working Waterfront Project would not have a significant impact on the quality of the human or natural environment.  NBRC has adopted the 2025 ER and issued its own Finding of No Significant Impact (FONSI).  An Environmental Impact Statement will not be prepared.

 

Document Request: The 2025 ER and NBRC’s FONSI are available upon request.  Please send an email request to nepa@nbrc.gov for this documentation.  The 2025 ER and FONSI will be provided in electronic format unless a hard copy is specifically requested.
